With reference to Viscount Milner's

circular despatch of the 3rd February, 1921, on the

subject of the procedure in regard to the administration

of the estates of deceased European officers, and of

private individuals, I have the honour to forward the

enclosed revised memoranda, and to request that these

may be substituted for the memorandum which accompanied

Sir R.E. Stubbs' despatch No.472 of the 21st December,

1921.
